Based on the Cartoon of the same name with Dick Dastardly etc. This game is based on the Uno rules however it has some added twists. Each player is also trying to get his car to the front of the race before playing his last card. Most cards change the race order in addition to the usual Uno effects. The version I have is Japanese.
